Dear residents and Family,

Abel Tasman Village will undergo a Shadow Assessment over a 5 day period this week as well as next week. We will be visited by 2 AN-ACC assessors on site to review our clinical assessment of individual residents to determine individual’s funding. The Australian Government has announced in the 2021-22 Budget that from 1 October 2022, the Australian National Aged Care Classification (AN-ACC) will replace the Aged Care Funding Instrument (ACFI) for funding for permanent aged care residents within Australian Government funded residential aged care facilities.

The shadow assessment period refers to the introduction of AN-ACC assessments alongside current ACFI assessment and funding arrangements. It prepares for the implementation of the AN-ACC model by completing AN-ACC assessments and assigning classifications for everyone living in an Australian Government funded residential aged care facilities. Assessments and classifications completed during the shadow assessment period will be used to determine the subsidies residential aged care facilities receive from the Australian Government. Some residents may also receive an AN-ACC reassessment during the shadow assessment period to ensure their classification reflects their current care needs.

The AN-ACC Assessment Tool focuses on the characteristics of residents that drive care costs in residential aged care. It is designed to be robust and concise and is able to be undertaken by an ANACC Assessor independent of a residential aged care facility (RACF) and who is not familiar with the resident. AN-ACC assessors are required to ensure residents are aware and understand that they are being asked to participate in an assessment. If a resident is unable to engage with the assessor or experiences distress, the assessor can instead rely on alternate sources of information to complete the assessment including observations, clinical notes, discussions with staff as well as contacting a family member.
